1Check the GFCI breaker at the J-box -- a tripped breaker is the first thing to investigate and resolve before moving on to any other diagnostics.
2Test voltage at the heater terminals with a multimeter to confirm power is reaching the heating element properly.
3Measure the element resistance -- replace if reading is outside the acceptable range for your specific model.
